What the Council adopted
The Council of the European Union adopted an assistance measure worth €20 million under the European Peace Facility in support of the armed forces of Nigeria, according to a press release dated 19 October 2026. The Council described it as the first bilateral assistance measure for Nigeria, which already benefits from EPF support as part of the multinational joint task force in the Lake Chad basin.
The measure provides non-lethal defence capabilities in four areas: counter-improvised explosive device, counter unmanned aircraft system, night vision and individual protection. The Council said the support is intended to improve the security of troops deployed on Nigerian territory and strengthen their capacity to react against malign external actors, armed groups and bandits.
Policy context and next steps
The Council said the measure aligns with priorities discussed in the Nigeria-EU Peace, Security and Defence Dialogue, most recently held on 18 February 2026, and at the 8th Nigeria-EU ministerial dialogue held on 23 March 2026 in Abuja. It forms part of EU engagement to support peace and stability in the country.
The EPF support sits within a broader package of EU assistance that combines various tools, including work aimed at preventing and combatting violent extremism. The EPF was established in March 2021 to finance common foreign and security policy actions, including measures to strengthen the capacities of third states and regional and international organisations on military and defence matters.
What does the €20 million EU assistance measure provide to Nigeria's armed forces?
