EU Council adopts partial mandate on farm market rules for 2028-2034 budget

The Council of the EU approved a partial negotiating position on revised common market organisation rules, leaving financial and horizontal issues to wider budget talks.

THE DECISION

The story in focus

The Council of the EU approved a partial negotiating position on updated common market organisation rules for agricultural products, part of talks on the 2028-2034 multiannual financial framework. Financial and horizontal issues remain excluded and are being negotiated in the wider budget discussions.

  • The position covers sectoral interventions, the EU school scheme, marketing standards and crisis preparedness.
  • Sectoral interventions would be mandatory for apiculture, fruit and vegetables and, in some circumstances, wine.
  • A separate protein crop and oilseed sector would replace the current dried fodder sector.

What the Council agreed

The Council approved a partial negotiating mandate on a revised regulation for the common organisation of agricultural markets, under the post-2027 multiannual financial framework. The position is partial because financial and horizontal elements are being handled in the broader budget negotiations covering 2028 to 2034.

The mandate maintains the thrust of the Commission's proposal and introduces targeted updates. Sectoral interventions would become mandatory for apiculture, fruit and vegetables and, in certain circumstances, wine, with flexible derogations possible for the wine sector.

Changes to sectors and standards

A separate protein crop and oilseed sector would replace the dried fodder sector, with member states encouraged to recognise producer organisations. The EU school scheme would continue and shift from a school-year to a calendar-year basis, with transitional measures.

The position allows marketing standards for protein crops, beef, pigmeat, sheep and goat meat and rice to improve origin information for consumers. It retains harmonised hemp rules covering all plant parts, with strict seed certification and a 0.3% THC threshold, plus safeguards for national rules on public security, drugs and health.

Next steps

The mandate is the basis for the Council presidency to start negotiations with the European Parliament. The 2028-2034 financial allocation will depend on the final agreement on the multiannual financial framework as a whole. Separately, work continues on the post-2027 common agricultural policy regulation, with a partial Council mandate targeted for the October Agriculture and Fisheries Council.

What happens next with the Council's position on the common market organisation?

The Council presidency will use the approved partial mandate as the basis for negotiations with the European Parliament. The financial allocation for 2028-2034 will depend on the final agreement on the overall multiannual financial framework.
