OECD report warns few data spaces reach financial viability
OECD report finds only 25 of 235 data space initiatives are operational and none financially viable, and outlines eight policy considerations for governments.
The story in focus
An OECD report published 19 October 2026 finds that few data spaces have reached operational and financial viability despite significant public investment. Drawing on more than 200 initiatives, it sets out four conditions where data spaces suit multi-party sharing and offers eight policy considerations for governments, including demand-side support and institutional anchoring.
- The report analyzes more than 200 data space initiatives and draws on case studies and an OECD expert workshop.
- The IDSA Radar listed 235 initiatives as of February 2026, but only 25 had reached operational status and none had achieved the scaling stage linked to financial viability.
- Eight policy considerations cover targeting investment, demand-side adoption measures, business models, trust-enhancing technologies, certification and measurement.

What the OECD finds
The OECD published a report on 19 October 2026 examining when data spaces provide value that alternatives cannot. It defines data spaces by federated governance, open standards-based interoperability and mutual trust and control between providers and users.
Total public investment in European data spaces exceeded EUR 1.7 billion as of 2025. Yet the International Data Spaces Association Radar listed 235 initiatives as of February 2026, up from 87 in 2022, and only 25 were operational. None had reached the scaling stage associated with financial viability, and most depend on public funding.
Barriers and policy considerations
The report identifies a bootstrapping problem: shared infrastructure must exist before the network effects that justify it. Case studies show quantifiable use-case value helped the Finnish Maritime Data Space and Japan's ABtC, while Agdatahub declared bankruptcy in 2024 after building infrastructure without sufficient demonstrated value.
The report offers eight policy considerations for governments. These include targeting investment where data spaces are structurally necessary, separating funding for technical foundations from ecosystem creation, reducing onboarding costs, supporting business models built on infrastructural value, and backing trust-enhancing technologies. It also suggests certification and government anchoring, recognising AI-driven data demand as a possible route to viability, and improving measurement across OECD members.
How many data space initiatives were operational according to the OECD report?
The report says only 25 of the 235 initiatives listed in the IDSA Radar as of February 2026 had reached operational status, and none had achieved the scaling stage associated with financial viability.
